Repaint Your Heart is perfect for people who enjoyed Royal's added content (most notably Yoshizawa's addition as a character) and wanted to get something new from the previously established gameplay formula from the original Persona 5 Tactica.
Though I much preferred the story from the original game, I found myself to enjoy this DLC's gameplay a lot more enjoyable and thought-provoking thanks to the new paint mechanic you'd need to look out for.
As mentioned previously, this story was pretty lacking and mostly because of its limited length and lack of interesting bosses (which were mostly reskins of previous enemies) but that doesn't mean I disliked it. What I most enjoyed was the interactions between the main four characters: Joker, Yoshizawa (Violet), Akechi (Crow), and the newcomer Luca who isn't an available teammate and is just here for the story. The dynamic between the three playable characters is as fun to watch as always, and even if we're still stuck with "Akechi the Detective Prince" (because we'd hate to spoil the twist of a game from 2017), it still brings me back to the final Palace from Royal.
Overall, if you wanted some more Tactica with a twist then this is definitely worth the money (probably not with the other two DLCs, you don't need the Picaros and weapon reskins).
Now to wait for the second DLC with Sophia and Zenkichi (please please please please please).

This DLC gives us the Akechi Sumi interaction we were missing from Royal and it's beautiful. Guernica makes for a fun villain and the painting mechanic is an enjoyable one. If it were base game content it would absolutely be one of the better kingdoms in the game (if not the best)
