The first impact you have when booting up the game isn't great for sure, and you really need some time to get used to the gameplay, but I think it's actually a good "demake" of the PC version. You can't really make a full 3D racing game on a GameBoy, but they managed to create something that at least resemble it and actually make me think of toy cars racing, even more than the PC version which is more of a normal rally game.
There is no braking in the game, so the only way to actually race is to balance your way with the A button: you don't have to constantly accelerate, or you'll just end up out of the Road at every corner. Instead, you need some timing to release it before an angle to lose speed and remain on the road, while using the B button to switch track and avoid obstacle. It's a weird choice, but it definitely grew on me.
It's also pretty impressive how there's a whole mode dedicated to create your own tracks, just like a portable versione of Excitebike or Stunts. It actually lives in the spirit of the Lego brand, as you can literally "build".
I don't think there's really a meaning to the different vehicles or characters, they are just for visual and nothing more; that's a bit disappointing.
But for a GameBoy Color game, it definitely works.
